The city is made up of a lot of different buildings, roads, and other structures. Some of these buildings have a roof, and some do not. This means that you will need to go up and over or round the buildings to get to the other side.
Even if you do already own one, you will not always be able to get out and fly one around the city. This is because some of the buildings have a roof and others do not.
